Make sure compatibility mode is disabled as well The game being available on the launcher now might of contributed to that.
Unchecking run as administrator got it to work for me. Opening the rockstar launcher first then gta 4 it gave me a program is already running message. Does anyone know what the reason might be There was apparently a glitch where steam and/or the game was recognizing the application as the rockstar launcher instead of the game. You can try downloading old version and replacing the current version with it, then manually launch with LaunchGTAIV.exe file because Steam no longer launch the game with this file anymore.
